In international news, a protocol on the fifth meeting of the joint working group for settling issues related to the implementation of the agreement on the temporary work of citizens of other states in the territory of a state between the governments of the DPRK and Russia has been signed in Pyongyang.
In inter-Korean news, South Korea unveiled a 2014 action plan August 18 to develop infrastructure in the DPRK, indicating the lifting of the so-called May 24 sanctions if conditions are ripe.
