In international news, Glyn Ford, a former member of the European Parliament and a specialist on North Korean affairs, said the Pyongyang government is surprisingly enthusiastic about training officials to open up its economy to the outside world. He revealed that 20 or 30 officials from the DPRK are currently studying in Europe, including two at Cambridge University in Britain.

In inter-Korean news, South Korea has taken the first step toward connecting its railways to the Eurasian continent. The Korea Railroad Corporation has announced that it became an associate member of the Organization for Cooperation Between Railways (OSJD) last month in Warsaw, the capital of Poland.

On the domestic front, this issue examines Pyongsong, a city currently being developed as the country’s new center for science and technology.
