Indonesia Reopens Its FDI Gates: Major Regulatory Reforms and the New EU Trade Deal

Indonesia and the European Union concluded a landmark Comprehensive Economic Partnership Agreement (CEPA) on September 23, 2025, after almost ten years of negotiations. The agreement, which eliminates tariffs on over 98% of traded goods, is designed to enhance economic ties and create new momentum for growth at a time of persistent global trade uncertainties. 

The Indonesia–EU CEPA is set to reshape bilateral economic relations by expanding cooperation well beyond trade in goods. Its scope spans services liberalization, investment facilitation, digital trade, intellectual property, and sustainability commitments, making it one of the most comprehensive trade frameworks Indonesia has ever signed.
